If it was really that bad and interfering with normal psychological development they could have operated shortly into puberty when things would have been more clear in terms of functionality. Obviously as a bisexual guy he is psychologically damaged so perhaps earlier intervention would have been necessary. Also the earlier revulsion of women may be what turned him bi.
